Description: Governor Bullock tasked the Montana Forest Action Advisory Council (MFAAC) wth identifying "priority areas in need of active forest restoration with a particular focus on forest health and fire adaptation, community protection, industry retention and economic development, recreation ad tourism, wildlife and aquatic habitat, watershed restoration and other areas as identified by the Council" (Executive Order No. 7-2019).

MFAAC used their expertise and knowledge, the information from the Montana Statewide Assessment of Forest Conditions, and a data-informed geospatial model to determine the Priority Areas for Focused Attention. Prioritizing acres for active forest management represents a critical step towards implementing landscape-scale, cross-boundary forest restoration and management and focusing resources in areas with the greatest need.

MFAAC excluded approximately 7 million forested acres from analysis because of their established management plans and data limitations. These excluded areas already have management goals and directions and include national parks, national monuments, national wildlife refuges, congressionally designated wilderness areas, and wilderness study areas.

After determining the selection criteria, MFAAC selected the following datasets to assess statewide forest health and wildland fire risk conditions across forested lands in Montana.

Forest Health Data Layers:

National Insect and Disease Risk

Insect & Disease Impact

Western Spruce Budworm Recurrence

Wildfire Risk Data Layers:

Wildfire Hazard Potential

Recent Fire History

Distance to the Wildland-Urban Interface

Given that the identified areas represented almost a third of the forested landscape in the state, MFAAC used additional datasets to further refine the model to identify a more realistic set of lands for agencies and landowners to prioritize for restoration.

Additional Datasets:

Road Proximity

Vegetation Type

Using these two additional datasets, the model is more likely to identify high-risk areas near existing road infrastructure and in forests more commonly associated with lower elevations. The Priority Areas for Focused Attention thus represent 3.8 million acres of forested lands with heightened wildfire risk and degraded forest health conditions within close proximity to our communities and infrastructure.
